To work with the London Borough of Bexley on and about the needs of the older people in Bexley and be involved in debates about how services for older people are designed, changed and delivered.

Objectives

The Older Person's Panel will:

  • Consider and discuss issues relating to social care and health that are of concern to older people in Bexley
  • Contribute to policy debates that directly impact on older people
  • Be involved in assessing how services can better meet the changing needs and requirements of older people
  • Be involved in consultation processes on and about issues and developments around services for older people
  • Provide evaluation and feedback, when consulted by Bexley Council, the Care Trust and Voluntary Sector on and about new developments and initiatives that impact on services for older people
  • Promote the interests of older people in Bexley and aim to achieve a higher profile for issues that directly impact on older people
  • The Panel will develop annual work plans that will guide its activities and focus

The establishment of the Panel is in line with the requirement of Standard 2 of the National Service Framework for older people

Protocol Agreement

How the group will operate and the roles and responsibilities of Panel members.

  • The Panel will consist of a membership of minimum of 15 and maximum of 25.
  • Membership Criteria:
    • Any resident of the borough of Bexley, irrespective of nationality, race, gender, sexual orientation, disability, political or religious belief
    • Must be aged 60 or over
    • Must have an interest in health and social care
    • Must be ready and willing to attend meetings and contribute positively to debates and discussions
    • Must attend minimum half of the meetings scheduled within one year
    • Must have experience of community and/or voluntary work
  • The quorum for all Panel meetings is 5 members.
  • The Panel will elect a Chair and Vice Chair for a 2 years duration, starting from October to September, who will facilitate the meetings
  • The Panel will meet as necessary, but not less than 6 times within one year
  • The Panel will work towards the agreed annual work plan
  • The panel can set up working parties/sub-groups to work on specific issues/agenda(s)
  • The Panel will report, as a sub-group, to and of the Older Peoples Partnership Group and receive feedback from this group. The Panels feedback will be a standard agenda item for the Older Peoples Partnership Group and vice versa. The Chair or Vice Chair shall be the Panels representative at the Older Peoples Partnership Group and will be responsible for feedbacks
  • It is a condition of membership that members of the Panel, at all times conduct themselves in a reasonable manner at meetings, or in the premises being used for a meeting. Panel members taking part in the meeting should not seek to discourage others from participating, or to obstruct their involvement.
  • Any use of personally abusive remarks or actions, of a racist, ageist, sexist or other discriminatory nature will not be tolerated. Any member may be excluded for breach of this condition
  • The Panels meeting shall be focussed on the terms of reference and the associated annual work plan. The nominated Council Officer or Chair or Vice Chair must be informed of any other issues(s) outside the Panels terms of reference, that are relevant to older people in Bexley, that require hearing at meetings, before being tabled at meetings
